WORK CONTEXT

COMI has been present in Lebanon since 2018, the year in which it launched the project “Clean energy and sustainable development in the municipality of Kahale Lebanon (ESSK)” with VIDES Italia as leader.

The proposal pursued the objective of contributing to the development of alternative energies and improving employment opportunities in the country in the renewable energy sector. The activities implemented were the professional training of technicians in the photovoltaic sector and micro-entrepreneurship training, the opening of two job placement offices aimed at accompaniment towards professional start-up, the installation of a pilot photovoltaic system for street lighting, raising awareness and informing the population of Kahale and Aaraya on alternative energy issues and the creation of a multi-actor platform for the management of savings generated by the conversion to photovoltaic.

In 2022, COMI launched the project “EDU TOP – Technical and Professional Education to improve skills, opportunities for decent work and Prosperity for vulnerable young people in Lebanon” which is still ongoing. The project aims to redevelop the professional training system, increasing the inclusiveness of access and consistency with the needs of the labor market to facilitate entry for young people. The project has already completed the renewal of training curricula in the IT and jewelery sectors; has completed the installation of IT and nursing teaching laboratories in xx schools and teacher training on the updated curricula of the three disciplines is underway. At the same time, a series of activities are being carried out with the local partner SDA to encourage the employment of young people and with the partner FMA, educational content on the issues of human rights and sustainable development is being created to be uploaded onto the Learning Passport e-learning platform. At the outbreak of the war the project was in its third year and the activities were respecting the timescales set by the timetable. However, the request to AICS to modify some activities of the third year to harmonize with the changed situation of the country is underway.

COMI has experience in managing emergency projects in Western Sahara, where together with the local counterpart of the Missionary Oblates of Mary Immaculate it is implementing the project “PROTECT – Protection and Strengthening of the intervention network for migrant women and children in Western Sahara” financed by Caritas Rabat and the Prima Spes foundation and aimed at reducing the state of social vulnerability of migrants in transit in Western Sahara by improving protection services, socio-health assistance, work support and information on the risks of migration for migrants in the Dakhla area , El Aaiun and El Marsa in Western Sahara with particular attention to the needs of women and children. The project achieved: 2,400 migrants assisted in the Centers (of which at least 700 women); 1,500 migrants benefited from the distribution of medicines, coverage of health tests and urgent operations (of which the majority were women); 280 migrants benefited from distributions of survival materials; 150 children benefiting from healthcare and distribution of medicines; 15 micro-entrepreneurs, beneficiaries of the micro-business start-up fund (of which 5 are women); 15 beneficiaries of internship grants; 360 migrants benefited from awareness raising on the risks of the migratory journey; 360 women benefited from the awareness-raising sessions dedicated to the risks of pregnancy during the migratory journey and of human trafficking and approximately 120 migrants who were assiduous beneficiaries of the self-help groups (the catchment area of ​​the groups concerns a community of approximately 5000 migrants in Dakhla, 8,000 in El Aaiun and 1,000 in El Marsa.

As a result of the ongoing humanitarian crisis, COMI is initiating first emergency interventions in Beirut and South Lebanon.

KEY RESPONSIBILITIES

The project manager will work under the supervision of Desk Office in Italia

Main tasks and responsibilities:

  • S/He will directly plan project and activities under the supervision of the Desk Office in Italy
  • S/He will coordinate the local staff and the partners project
  • S/He will ensure the project reporting in accordance with the deadlines, (activity planning, monthly project progress and final report)
  • S/He will work in close collaboration with the Financial Administrator in budgeting, forecast and control of financial flows and planning
  • S/He will provide the processing of any potential project amendment or extension within the due times
  • S/He will be directly responsible for field staff recruitment and coordination
  • S/He will guarantee that all the activities are in line with Donors’ and COMI’s procedures and rules
  • S/He will report to the donors and ensure the quality and accuracy of the technical information provided
  • S/He will actively participate to the country Working Group
  • S/He will write new project proposals in coordination with HQ and the field
  • S/He will liaise with relevant stakeholders

REQUIREMENTS

ESSENTIAL

  • University degree or post graduate degree, or master’s in international Cooperation
  • Minimum 3 years of relevant and progressive experience in implementation of projects in Lebanon.
  • Knowledge of the Lebanon context, knowledge of the territory and the administrative structure of the country.
  • Experience in designing and implementing projects.
  • Ability to produce timely project proposals and high-quality narrative reports
  • Extensive experience of working within a complex country programme in fragile state
  • Experience of managing multi-donor and multi-site programmes
  • Previous experience with the management of Programme
  • Excellent Proposal writing, assessments and work plan
  • Knowledge of main Donors (AICS, UN, DG ECHO and others International)
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
  • Experience of building personal networks at a senior level, resulting in securing new opportunities for the organization
  • Skills in developing, delivering and evaluating training for staff members
  • Effective team membership integration ability
  • Good communication and leadership skills
  • Excellent problem-solving and analytical skills
  • High level of IT skills (Office package)
  • Strategic thinking and innovation
  • Self-motivated, able to take initiative, resilient and able to work independently.
  • Highly result oriented with the ability to manage workload and stress
  • Flexible and with a positive attitude
  • Proven leadership and management experience with a multi-disciplinary team in a cross-cultural setting, including active mentoring and coaching
  • Fluency in English (written and spoken)

  • Knowledge of Basic Arabic and French

  • Collaboration contract: 4 months renewable Part Time employ
  • Salary range: €1500 monthly

COMI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.
